    ANNOUNCEMENT

    Dubai Offroaders has been growing rapidly since its inception providing support and guidance to enthusiastic offroaders across UAE. I thank all Marshals and registered members of Dubai Offroaders for their active participation and commitment towards the group. We have witnessed the rising graph of offroading skills in our members through these years and many amateurs to the outdoor skills have proved themselves and have been trained as Marshals of our group.

    As we move forward, you will notice few changes in the club management and the way we operate. All these changes are very carefully thought, discussed and evaluated by the Task force team for the benefit of group members.

    Commensurate with these changes, I am happy to announce a complete restructuring of club management system with appropriate Management Teams and clear hierarchical structure including star rating system to enhance the effectiveness and transparency of our operations. It will certainly benefit the club members to learn and execute the sport more safely.

    Management Teams comprising DO officials will be the driving force who will take care of day to day activities of the club not limited to conducting drives, public relation and events. The star rating system based on military pedestal is intended to classify members according to individual driving skills. It will facilitate DO officials to conduct good quality, safe drives tailored to different skill levels of DO members.

    DO officials has developed a club manual which will be soon published on the website wherein every member fully understands and accepts the Club’s policies and code of conduct.
    The manual shall serve the purpose of the reference and governing document for all decision making process. This document shall facilitate the purpose of consistent decision making and clear definition of authority levels and responsibilities.

    I hereby request all the members of Dubai Offroaders to welcome these constructive changes and clearly understand and follow the DO Manual guidelines and procedures.

    All in all it is an exciting time here at Dubai Offroaders which always follows its motto: Just for Fun.

    DO HIERARCHICAL STRUCTURE, AUTHORITIES & RESPONSIBILITIES

    Supreme authority as far as the club / forum activities and management are concerned.
    Independent or joint authority to veto any proposal, decision pertaining to the club / forum.
    Full authority to restructure/ dissolve / disperse all following level committee/teams.
    Veto power to be applied only in disastrous situations to the best interest of the club / forum.
    All other issues/concerns/proposals shall be deciphered maximum at CMT level.

    Level – 2 Core Management Team (CMT)
    1. Marshal / Ranger
    2. Marshal / Ranger
    3. Marshal / Ranger

    Functional structure of CMT:-
    Final authority for all operational subjects of the club / forum.
    All members of CMT are necessarily to be a DO Official.
    All subjects brought to the level of CMT for decision/approval, shall be handled jointly.
    Each member of CMT is empowered to take independent decisions on behalf of the team.
    For all such decisions, respective member shall ensure the support and confidence of rest of the team members.
    Subjects where multiple opinion surfaces, majority poll (2 votes minimum) shall decide.
    All subjects brought upto CMT are to be timely closed with clear feedbacks in case of refusal/ rejection.

    Authorities of CMT:-
    Have total and complete sole discretion to overrule any decision taken by any of the following levels of club / forum authority(s).
    CMT have the sole power to veto any decision of following authority levels.
    Sole power to veto a decision and where necessary, upgrade, downgrade and even ban members.
    Possess the right to appoint members for special assignment and / or give a member any title if they feel, it is required.
    Have the rights and authority to approve/decline appointment of members in all following levels (committee/teams) including DO officials.
    CMTs decision shall be final for all proposals, requests, issues and subjects.
    CMT does not have the authority to overrule the decision of Club Founder in extreme situations. However all such decision by the Club Founder shall
    be with the joint decision of CMT.

    Level – 3 Task Force Team (TFT)
    1. Marshal / Ranger
    2. Marshal / Ranger
    3. Marshal / Ranger
    4. Marshal / Ranger
    5. Marshal / Ranger

    Functional structure of TFT:-
    All members of TFT are necessarily to be a DO Marshal / Ranger
    Responsible authority for club / forum activities both at field and forum.
    All subjects brought to the level of TFT for review / recommendation / approval are to be handled jointly by the team members.
    Majority poll (minimum of 3 votes) shall be the method to decide on subjects/proposals wherein multiple opinion surfaces.

    Authorities & Responsibilities of TFT:-
    Monitor and review activities in the forum and at field.
    Manage scheduling and conducting of drives – ensure minimal conflicts of interests.
    Accountable and custodians of safety, security and disciplinary standards of DO.
    Address member concerns, complaints and requests, both at forum and field.
    Authorized to cancel / change / revise / postpone drives/events or anything related to drives not limited to participating members on account of
    safety, security and operational/disciplinary standards.
    Periodically review member performance for upgrade, downgrade and propose to ban members in case extra ordinary reasons.
    Focus on development and upgrade of members and propose to CMT, right talents for DO official group.
    Any subject which couldn’t be agreed and concluded with TFT, shall be recommended for CMT’s decision.
    Define operational procedures for drives and code of conduct for members & Marshals.
    TFT does not have the authority to overrule the decisions of Club Founder and CMT.

    Level 4 –Marshals
    Shall be a capable to plan and execute different levels of drives.
    Shall be capable to independently organize and handle drives.
    Capable to address sensitive subjects both at forum and at field in best interest of club / forum.
    Topographical knowledge of terrains, exit points and safe routes.
    Needs to be fully equipped and capable offroad vehicle.
    Needs to be experienced and expert to execute or provide guidance for safe recovery.
    Capability and knowledge to handle emergency/accident situations.
    Good communication skills and ability to handle public.
    Commanding skills and leadership qualities to take charge at distress situations.
    Fair mechanical knowledge.
    Focused on developing the club / forum and its members.
    Sincere to the club / forum and no association/participation with any other similar group(s).

    Level – 5 Rangers
    Skilled and experienced members to support the drives.
    Good navigation skills to lead a small group of cars.
    Reasonable knowledge of terrains and exit points.
    Experienced and capable to execute safe recoveries and guidance to members.
    Good communication skills and ability to handle public.
    Focused on developing the club / forum and its members.
    Sincere to the club / forum and no association/participation with any other similar group(s).

    AUTHORITY LEVELS ON THE FORUM / WEBSITE
    Supreme authority of the website will remain with the Club Founder / Webmaster.
    Authority to delete posts from the forum will remain with the Club Founder / Webmaster.
    CMT & TFT will have the authority to edit posts and lock topics in best interest of the club / forum.
    CMT & TFT members should not edit the contents posted by any other team members excluding typo errors/ minor corrections. In case of a
    disagreement, the concern shall be discussed directly with the owner of the post.
    All official announcements but not limited to member upgrades, recognitions, special tasks, restructure of teams/committees, disciplinary actions
    shall be handled by CMT or in concurrence with the Webmaster.
    Management Forum shall be accessible only for CMT & TFT

    PURPOSE OF CLUB MANUAL
    All club/forum members, marshals, management teams, activities, rules, regulations and procedures are governed by this manual.
    The manual shall serve the purpose of reference and governing document to all decision making process.
    Any subjects, which do not have a reference in this document shall be subjected to the decision of DO management team.
    This document is intended to make all club activities and its processes very transparent.
    This document shall facilitate the purpose of consistent decision making and clear definition of authority levels and responsibilities.

    REVISION OF THE MANUAL
    Any contents of this manual can be modified, edited or revised in line with the changes applicable to the club, management, administration and activities.
    All such changes shall be approved by the CMT and documented by revision of this manual. Announcement / implementation are to be done only after revision of the manual.
    Subjects which are having no reference in this manual but are occurring frequently, CMT has the authority to propose revision of the manual to incorporate respective clauses, to address such subjects.
    Any changes / revisions / announcements in the club which are not in line with the Manual shall remain invalid, unless it is decided by the CMT in the best interest of the club / forum.

    GENERAL RULES & CODE OF CONDUCT

    All DO members are to be treated equally irrespective of their nationality, religion, gender, age and race. Their driving skills, capabilities and contributions are to be the governing criteria for all club management decisions.
    Any kind of grouping within Dubai Offroaders is not acceptable and external clubs or groups can join Dubai Offroaders subject to the prior approval of CMT.
    Any drives not organized and announced according to DO rules are not valid as a drive, to be considered in any decision process including upgrades.
    Events are not considered as drives.
    Whenever a voting process is to happen, eligible members/DO officials shall cast their personal vote in the forum either by “Yes” or “No”. Strictly stay away from reasoning to avoid altercation.
    Members/DO officials shall use their vote very carefully to reflect their individual opinion in best interest of the club / forum.
    Members/DO officials of the club / forum shall not get indulged into any financial activities on behalf of the club / forum unless he/she is authorized by the CMT in writing.
    Dubai Offroaders is a non-profit social club / forum to support fellow offroaders. Hence any kind of service or support for monetary benefit with the DO members by anybody attracts disciplinary action.
    If the club / forum seek any voluntary monetary support from its members, a formal announcement will be made by CMT explaining the details.
    Respect individuals and deal with diversities – any kind of physical assault will lead to permanent ban of faulty member from the forum as well as from the drives, subject to the decision of CMT.

    DISCIPLINARY PROCEDURE
    Offensive language, personal insult, unprofessional discussion, promoting competitors, etc. in the forum will be treated as disciplinary violations.
    For all disciplinary violation, two warnings shall be served by a member of Management Team(s).
    On third repetition of similar offense, the offending member shall be removed / banned from the forum and drives by the CMT with a public announcement.
    If a member does not abide with the operational and safety standards during the drive, the Leading Marshal shall serve a verbal warning to the offending member.
    On serving such verbal warning the Leading Marshal shall update the group and management teams by posting the details at Management Forum session in the forum.
    If the same member is found to be repeating similar violations or found to be insubordinate during drives, the Leading Marshal shall serve a final warning.
    Repetition of similar offense for the third time shall be brought to the decision of CMT for disciplinary action.

    DRIVE MANAGEMENT

    Authority Levels on Drives:-

    Marshals:-
    Only a Marshal can announce the drives and the drive announcer will be owner of the drive.
    A Marshal running a drive shall have the sole discretion to take any decision during the drive.
    No other Marshal /DO official is allowed to instruct the Leading Marshal. However as an act of support, can advise the Leading Marshal.
    An announced drive with members registered for the drive, shall not be cancelled on any circumstances, instead shall be delegated to another Marshal.
    Due to any unavoidable circumstances if a posted drive is to be cancelled, the drive owner need to seek prior permission from CMT and all registered drive members to be personally informed.
    Once the drive leadership is handed over to another Marshal, the 2nd Marshal will have the full control and ownership over the drive.
    Taking over an announced drive should be based on approval and acceptance of the drive announcer.

    Rangers:-
    Leading Marshal should appoint at least one Ranger (can be also a senior member) for the convoy at the beginning of the drive to be responsible for handling the recoveries.
    During a drive, the recovery of any situation is the responsibility of the Ranger(s).
    In case help is required, the Ranger(s) has the right to ask any member for assistance.
    During recovery, nobody is allowed to interfere unless help is requested by the Ranger(s). However Marshal(s) have the right to stop or interfere the recovery if it’s not executed safely.
    Ranger(s) are not supposed to lead the drive, unless assigned by the Leading Marshal.
    Side convoy assistance/driving is only allowed for Marshals, unless otherwise decided by the Leading Marshal for the drive.

    DUBAI OFFROADERS – DRIVES

    Training Drives:-
    Half an hour to an hour briefing by the Leading Marshal.
    Presenting the club / forum, its motto, philosophy, basic rules & regulations.
    Basic safety procedures and driving tips.
    Briefing on basic offroading equipments.
    Basics of vehicle preparation.
    Convoy rules and procedures.
    Easy couple of hours drives.

    Beginner Drives: –
    Easy drives with breaks every hour, if no stuck.
    Easy direct cresting, medium downhill slipface.
    Follow the gravity.
    No side slopping! No dune climbing! No bowl!
    No night drive (does not include way out from BBQ area)

    Fewbee Drives:-
    Spice up the route and difficulties after an easy start to assess the member’s level.
    Keep the level of the drive to the confidence of the weakest link of the convoy.
    Beginner drive restrictions canceled, but briefing and instruction to be given before the difficulties during the drive.
    Can be also a full day drive.
    An easy night drive.

    Intermediate Drives:-
    Everywhere, anytime, but safely.
    Fast paced drive – catch me if you can!
    High dunes, tricky bowls, side cresting.
    Self recovery and recovery support.

    Advanced Drives:-
    Lead partially a drive, either solo or in convoy.
    Extreme terrains – execution of high dunes, tricky terrains but safely.
    Explore new areas and terrains.
    Full fledged night drive.

    DO MEMBER LEVELS AND UPGRADE CRITERIA

    Beginner (No Star)
    Any new member with the club / forum, until upgraded will remain as beginner.
    Can attend training drive and beginner drives.

    Basic Requirements:- (Preferable)
    1) Compatible offroad vehicle with tow hooks at both front and rear.
    2) Compatible radio
    3) Tyre pressure gauge
    4) Tyre deflator

    Fewbee (One Star)
    Demonstrated confidence, competence and safe driving at beginner level.
    Taking the sports seriously and regular on DO drives.
    Good behavior – no reported disciplinary issues.

    Required Equipments:-
    1) All the above
    2) Rated snatch strap (kinetic type)
    3) 2 Rated Shackles
    4) Shovel
    5) Air compressor
    6) Flag pole including flag

    Upgrade Procedure:-
    Recommending DO Official should have drove with the member and checked that the member has fulfilled the above requirements.
    Recommend the upgrade proposal to TFT.
    TFT to review the proposal and decide. If it requires a poll, any TFT member shall create a poll option for the upgrade proposal.
    The poll should be kept valid for a period of 48 hours with 3 voting options of “Yes”, “No” & “N/A”.
    Each TFT member will have one vote option which cannot be edited or modified once casted.
    On achieving minimum of 3 “Yes” votes, TFT shall handover the decision to CMT for official announcement and intimate webmaster for necessary changes.
    If the proposal is rejected, valid reason / details to be shared with TFT.

    Intermediate (Two Stars)
    Member shall demonstrate being able to drive safely in all conditions at a fast pace.
    Can comfortably execute side sloping, cresting, recoveries in a safe manner.
    Reaching top level of driving skills.

    Required Equipments:-
    1) All the above
    2) GPS Navigation system
    3) 3 Ton Hydraulic Jack
    4) Base plate for jacking vehicle
    5) First aid kit
    6) Fire extinguisher

    Upgrade Procedure:-
    Recommending DO official should have drove with the member and checked that the member has fulfilled the above requirements.
    Recommend the upgrade proposal to TFT.
    TFT to review the proposal and decide – requires a minimum of 4 votes.
    If it requires a poll, any TFT member shall create a poll option for the upgrade proposal.
    The poll should be kept valid for a period of 72 hours with 3 voting options of “Yes”, “No” & “N/A”.
    Each TFT member will have one vote option which cannot be edited or modified once casted.
    On achieving minimum of 4 “Yes” votes, TFT shall handover the decision to CMT for official announcement and intimate webmaster for necessary changes.
    If the proposal is rejected, valid reason / details to be shared with TFT.

    Advanced (Three Stars)
    Understands and strictly follow the club / forum philosophy, rules and regulations.
    Very active club / forum member both at the forum and during drives.
    Basic navigation skills and knowledge of GPS coordinates.
    Reached the top level of driving skills.
    Knowledge of safe rescue and recoveries.

    Required Equipments:-
    All the above
    Good offroad GPS and knowledge of its use to save waypoint, tracks and to retrieve.
    First aid kit
    Basic tools kits and repair kits
    Spare vehicle fluids and critical mechanical/electrical components

    Upgrade Procedure:-
    Recommending DO official should have drove with the member and checked that the member has fulfilled the above requirements.
    Recommend the upgrade proposal to TFT.
    TFT to review the proposal and decide – all members (5 Nos.) to agree.
    TFT shall handover the recommendation to CMT for decision.
    If it requires a poll, CMT shall create a poll option valid for 96 hours.
    On achieving a minimum of 2 “Yes” votes, CMT shall make the official announcement and intimate webmaster for necessary changes.
    If the proposal is rejected, details to be shared with TFT.

    Upgrade Procedure to Rangers
    Member qualifies the specified requirements of DO – Rangers.
    TFT to unanimously recommend a capable, dedicated and sincere Advanced member to CMT for upgrade to Rangers.
    CMT to review the proposal and decide on majority votes.
    Rangers is not a driving skill grade, it’s a management leadership grade, hence recommendation shall not be based only on driving skills
    In case of rejection of upgrade proposal, CMT shall share the details with TFT.

    Upgrade Procedure to 4 & 5 star members, Marshals, TFT & CMT
    CMT shall review, consider necessary upgrades of members to 4 and 5 star categories. Also upgrade qualified and capable members to DO Official group as Marshal, TFT & CMT as and when it is required in best interest of the club / forum.
